“But if he is poor and cannot afford so much, then he shall take one male lamb for a guilt offering to be waved, to make atonement for him, and a tenth of an ephah of fine flour mixed with oil for a grain offering, and a log of oil;
This is the law for him in whom is a case of leprous disease, who cannot afford the offerings for his cleansing.”
You may present a bull or a lamb that has a part too long or too short for a freewill offering, but for a vow offering it cannot be accepted.

20 Then the Spirit of God clothed Zechariah the son of Jehoiada the priest, and he stood above the people, and said to them, “Thus says God, ‘Why do you break the commandments of the Lord, so that you cannot prosper? Because you have forsaken the Lord, he has forsaken you.’”
